Directions to share VPN connection over WiFi doesn't work with WireGuard

It should be possible to share a VPN connection over WiFi so wireless devices like cell phones can access the internet. The instructions are simple enough, here is an example to share a L2TP/IPSec VPN connection:

The steps are the same for Ventura; the interface is a little different.

However, when I try to share a WireGuard connection, the WiFi device never enters AP mode. Does anyone have a solution or is this just a bug in MacOS?
