What is my watch SOS medical ID power off screen keep popping up by itself?

Watch cycles to SOS,Medical ID, Power Off screen on its own--no input from user.

Apple Watch Ultra 2 acting weird Tonight at about 2230 CST Sunday 3-17-2024 my Apple Ultra 2 watch was acting hacked. The watch started password after password attempt plus scrolling, then phone locked out the ghost hacker, then repeat, locked out up to 60 minutes. All along the Ultra 2 watch wouldn't allow me to turn off or hard reset, every time screen to turn off nothing would happen, then the ghost hacker would slide medical or other slider to prevent me from turning off the watch. Finally after about 50 attempts I was able to turn off the watch, whew. Funny, but not funny when I turned watch on, the watch acted normal. Thus, turning off the watch killed the hack. My Apple Watch does not supply a power off slide after depressing the side button. I only get the medical id and emergency alert. I’ve tried rebooting the watch a couple times but no change. Anything else I can do? The watch doesn’t display a power off option when the side button is pressed. Only shoes the medical id and emergency. I’ve restarted the watch a few times but no change. Any other options to get this displayed?

Hard restart did not resolve issue. Not the first time this has happened. Also watch touch input does not respond when wet (not underwater, but after a swim). This is bad because it has dialed 911 and a police officer showed up to see if I was okay. Pretty darn embarrassing.
