I bought iPhone 12mini from Pakistan and it’s perfectly working but recently I came to KSA when I put the KSA local sim in mobile phone it’s shows tha sim cellular locked. What is the possible solution for that? It’s show the message to contact to the network provider, but which provider? And how?

Only the cellular carrier it is locked to can unlock it for use on other carriers.
If you don’t know who that is, ask whoever you got it from.
Assuming the device wasn’t hacked or jailbroken to unlock it previously, that should be whatever carrier you were using it with in Pakistan.

Settings ➜ General ➜ About ➜ Network may tell you what provider it is locked to.
Only they can unlock it.
If no provider is mentioned there, then you will need to contact Apple Support directly and see if they can tell what provider it is locked to.
