Have Safari open without previous session's windows and tabs?

When I reboot my Macs, Safari always opens with all of the now-obsolete tabs from the last session.


I'd like to be able to have it open 'clean' with just my selected Homepage.


The only setting I can find which should relate to this is below, which doesn't really help at all...



Am I missing something?


Any suggestions?

If you change Apple menu > System Settings > Desktop & Dock > Close Windows when quitting an application to On, then there are additional options in Safari > Settings > General > Safari opens with. The additional options are "A new window" and "a new private window."
