Unable to do safety check

I have an iPhone 13 it states unable to gather sharing information to do a safety check

“Unavailable for sharing” under phone number in settings I would like to know/understand why my phone says “unavailable for sharing” under my personal phone number. my phone seems to be working fine - it is the new iPhone 16. safety check not working since updating to ios 16 I've been having an issue using the safety check feature. it says that its unable to stop sharing, A problem occurred when attempting to stop sharing with notes and health. Stop sharing directly within these apps. Says similar problem for a house mates phone too but with a different app the it cant stop from sharing. talked with apple support via chat and never got any help might just end up taking it to the apple store unless someone here can please help.

Make sure to use Safety Check, you must have an Apple ID that uses two-factor authentication. You must also be signed in to Settings > [your name] on your iPhone.
