How do I pair a bluetooth device on my iPhone after forgetting it?

Trying to pair a device that was forgotten from my Apple phone

You have to put the device in pairing mode per the manufacturers directions, then open Settings > Bluetooth and look for the device to pair it. It won't pair unless it's in pairing mode.
