since the last update, it seems like I can no longer hit pound and three to erase and re-record and outgoing voicemail

Tap “Voicemail” at the bottom in the Phone app, then tap “Greeting” in the upper right. Then re-record your custom greeting.
If you do mean your greeting, there have been reports of people unable to record a greeting if they have Live Voicemail enabled. Settings>Phone>Live Voicemail.
Also, your carrier could have changed their settings.
Are you wanting to change your voicemail greeting or are you looking to delete and rerecord a message you are leaving from someone? If the latter, it depends on the message system the user you are leaving a message for. That is out of your control.
