My iCloud acct has been suspended because I did not pay .99 to upgrade I need to know how I can pay this right now as I can’t get any emails

Settings > [your name] > iCloud > Manage Account Storage > Change Storage Plan

From here you should be able to choose a storage plan to upgrade to
