Being redirected to a blank page
When I try to open a page I’m redirected to a blank page that says restricted in top left corner

Have you shutdown & restarted the iPhone ie power off/on...
Restart your iPhone - Apple Support
Open what page exactly...(?) or any and all "pages" ?
Is this in a the Safari browser?
Try a different browser and compare your results.
If you're using VPN delete the VPN profile in Settings>General>VPN & Device Management>VPN.
Delete the profile do not just turn it off.
