Apple provides multiple ways to back up and preserve contents of your devices, but if you didn’t use any of them you are out of luck. And they must be used before disaster strikes. And 3rd party providers also offer backup services, but again, only before the disaster.

It won't cost anything because if the phone is broken, you can access the data on the phone. Anything you synced with iCloud however can be transferred to a new phone. That could be an iCloud Backup or just data like contacts, photos, music, notes, etc., you synced with iCloud.
