Only the keycaps are changed when you order a different language keyboard. The language translation from raw key codes to specific letters and symbols is done is software for EVERY language.
Every Apple keyboard generates EXACTLY the same keycodes when you press a key at a certain geographic (row, column) position.
The ONLY thing special about a particular language keyboard is the glyphs on the keys, for YOUR convenience if you hunt and peck type. If you are a touch typist, the glyphs on the keys are a don't-care. A few stickers and a sharpie marker will convert any keyboard to any other language-specific keyboard.
Settings/Preferences > Keyboard > | input sources ...
to view and change input sources/ language translations to different languages.
Although MacOS can sometimes seem somewhat California USA centric, it is intended to be language agnostic.
