when i log in with icloud account, iphone asks for verification code, then it also shows the code for me to enter on my iphone 7 plus but when i press ok it disappears without showing anything for me to enter the code, when i try to create an account, after i complete the steps and press create account, it shows an error that it cannot contact the server even though i am connected to wifi even though other devices are still working normally

The OP mentioned both an iPhone 7 Plus and an iPhone 4 (CDMA).
The iPhone 4 (CDMA) cannot update past iOS 7.1.2. Apple says "To use iCloud you need at least iOS 9 …" – and the only iPhone 4 capable of updating that far is the iPhone 4s.
