My 2015 MBP, running the latest available version of Monterey, suffered a complete hardware breakdown.
I've bought a brand new 15" MacBook Air to replace it.
I used Migration Assistant to bring over all my data from the MBP Time Machine backup.
All is fine, apart from my passwords, which are not there. They still exist on my other Apple devices, so are not completely lost.
How do I get them back on to my new Mac?

The way it was set up on the MBP meant that when I visited a site for which I’d saved a password, it was ready populated with the relevant username, and offered either a saved password or the opportunity to choose a different one from my iCloud Keychain. But now there are no passwords in the keychain.

Check that Safari Autofill is turned on. If it is, toggle it off then on.
Then, make sure you have iCloud Keychain enabled in AppleID > iCloud System Settings. If it is on, toggle it.

Are you using iCloud Keychain on all your devices, including especially this new one? If so, I would expect the new Mac to synchronize with the other devices so it too "knows" all the passwords. You have to be using (and logged in to) the same Apple ID on all the devices, and that option has to be selected in Settings.
Where are you looking. Most passwords have moved to the Passwords System Settings.
However, it may be that Migration Assistant can't migrate from that far back OS-wise. I don't think Keychain Access has changed much since then.

Yes that’s what I expected, and it’s worked in the past when I have added new devices.
I’m signed in to my iCloud account with my Apple ID on all my devices. I can see snd autofill passwords on my iOS devices and on my iMacs. I’m really stumped TBH.
Just wanted to say thank you to you @Barney-15E and @steve626 for your help.
I suspect it was a failure on my part to understand how keychain works and syncs.
