Your tag line says that you have an iPhone 5 running iOS 9. There is no way to install iOS 17 on that ancient phone.

All of the variants of the iPhone 5 except for the iPhone 5s have 32-bit processors, and for all of those phones, iOS 10 is the end of the line. No update to iOS 11 or higher for those iPhones. The iPhone 5s has a 64-bit processor, so you can update it to iOS 12. No update to iOS 13 or later for the iPhone 5s.
