I wanted to use my apple account to make a purchase online. In payment section Apple pay was available showing an accurate account balance, but the transaction was declined because "Not enabled for payments on the web"

Apple Accounts are not Apple Cash accounts. Funds in Apple Account may only be used for purchases of Apple products and services purchased from Apple.com/store, App Store, iTunes and Apple Retail Stores. Please review the information in the Apple Support article I linked to below.
