The reality is that Find My was never intended to recover stolen phones. If the phone was stolen, it's gone. You're not getting it back. You can certainly make a police report for your insurance and so that, should they recover it, they'll know who it belongs to.

If you did not have Find My for your iPhone, you wont be able to track it. Contact Your Mobile Phone Carrier, your mobile phone carrier might offer location tracking services for lost or stolen devices.
If you did have Find My set up on your iPhone, you can go to icloud.com/find and locate your devices, also be sure to put your iPhone in Lost Mode.
