Problem related to voice over
When I interact with the images in the pdf using voice over it says no visible title to interact but the images contain text and are not empty. How to solve this problem?

Am no expert in this area, yet your your question surely deserves some response.
There may be accessibility settings I'm not aware of relating to reading text in images.
If you are viewing the images that contain text in the Preview app, perhaps you are unable to select the text for Voice Over to read?
If so, Apple support has an article online (link below) that may be helpful:
Interact with text in a photo using Live Text in Preview on Mac - Apple Support
says:
"If you can’t select text, choose Tools > Text Selection to turn on the Text Selection tool".
The article has other tips too ... eg: If needed: maybe you can try copying the text from the image and then paste it into a document that you know Voice Over can read.
However it also says: "Live Text isn’t available in all regions or languages. See the macOS Feature Availability web page."
