iPhone only ringing for contacts

If using an app on my phone, if it’s a new number, if it’s in my pocket, I’m not receiving calls, they go straight to answer phone. I’ve been through the online help, forced restart, forced software update, checked volume and mute settings, to no avail. Does anyone have a solution please?
