How to set up Apple Pay for my child's account?

I’m unable to set my son up for Apple Pay it says unavailable or already enabled. I tried once it stated pending with another child still nothing? How does it get linked?

If you see pending on your child’s Apple Cash, make sure they meet all the requirements for the organizer and members of the family group, according to an Apple Support article:

Own a compatible iPhone, iPad, or Apple Watch with the latest version of iOS, iPadOS, or watchOS.
Sign in to iCloud on each family member's device using their Apple ID.
Turn on two-factor authentication for each Apple ID.
Make sure that each device region is set to the United States.

Apple Pay (which you mentioned in the body of your post )and Apple Cash (subject line) are two different things. Can you clarify which one you're trying to set up? How old is your child?
