New Mac Air stuck at credit card verification

I bought a new MacAir and am in the process of setting up the new one. At one point it came up with my CC and asked for security info which I gave it. It is stuck at the card verification page trying to load "whatever" and c=I see no way round this or how to continue. Duing this time I got messages on my old Mac, my phone, and my iPad that I need to sign in with my Apple ID again which I did. What is going on and how can I get on with the setup and file migration? Thanks...very frustrated!!
