I accidentally deleted the email app from the iphone 12 pro max. I re-installed the app from app store and tried to add account to email account. I used the email address and password, tap next. It does nothing and if you click on email on home screen you are sent to add account.

Before you can send or receive email you must be logged in to your email account. You don’t do that in the Mail app; you do it in Settings/Mail/Accounts.
And deleting the email app does NOT delete the account that was added in Settings/Mail/Accounts. The accounts exist completely independently of the Mail app, because there are many 3rd party Mail apps that you can use instead of the Apple Mail app.
