Is there a way I can do an icon lock on my home pages? I was able on an android but I can’t find a way for my iPhone 15

The icons on your Home Screens will remain exactly where you put them unless you change them yourself. The only exceptions is if you use Screen Time to Allow/Don't Allow specific apps, then those apps will be added/removed from the Home Screen.

If you want to keep then locked in place, then don't maneuver them. In the meantime, create a screenshot and save it to the side, so you can refer to it, when you want to recover the layout. Go here: Take a Screenshot on your iPhone - Apple Support
What do you mean by icon lock? What do you wish to lock precisely? The whole phone would be locked unless you unlock it.
What do you mean by home pages? The Home Screen with all the app icons (and optionally widgets), perhaps?
