Your Apple Watch SE should be compatible with 17.5.1, unless someone installed the watchOS 11 beta on it. In that case, you’ll have to wait until the full release to install iOS 18 on your iPhone 12, then pair your watch to your phone.

No, unfortunately, resetting the watch doesn’t actually wipe it entirely, it just removes all personal data from it. So the operating system stays the same.
I thought that if you reset your watch the iOS returns in a way to the native one that came with the watch from the beginning, no matter if someone had installed any beta on it
