When I open my Passwords app I get the message: "Passwords are Locked"

This happens on my iPhone 14. Immediately after the display of "Passwords are Locked", a green circle with a green checkmark comes on the screen and then the app opens to the listing of all my stored passwords.


What does this mean?


For websites where I have established facial recognition security for logging in, the website opens as expected.


For websites where I use a password, when I highlight the websites Internet address action symbol (a circle with a compass needle inside) I get the message "Passwords are Locked" again, followed by the green circle and checkmark. The website will not open.


If I attempt to open the same website on my Mac computer, I just enter the same data - Username and Password - the website opens.


Anybody got some insight into this issue?
