A refurbished Mac if properly prepared for sale would not require a password. Contact the seller as it appears the computer was not properly configured.

As stated, they must of configured the refurbished Macbook incorrectly. Take it back to your Apple Store and they should be able to fix it so you can pair your Apple ID and use it. Good luck though and enjoy your new MacBook! ✌️ 😁
If you buy a MacBook, refurbished or not, they should come in the Hello setup screen. Where did you buy this MacBook, an Apple or Apple Authorized Retailer?
