Which 13" MacBook Pro do you have? What does  > About This Mac say about the hardware model and model year / time of year? That will determine how far you can upgrade.

For some 13" MBPs, Catalina is the end of the line. There are others that are compatible with Catalina that you can upgrade all the way to Sonoma. If your MBP can be upgraded to Ventura or Sonoma, you should skip Big Sur – and go directly to one of those two. Even Monterey will still be one of the "most recent three" for a short while longer – making it preferable to Big Sur if your MBP is compatible with it.

Your model can only go so far. So, what happens when you try to perform the update? Does it not work?
