Mac Airbook adminstrator can't add files to hard drive

Macbook Air 2020 M1 I'm listed as adminstrator but it won't let me add/drag anything to the internal HD.

Why?

Thanks

You can no longer store any items on the root of the drive any more because the root of the drive is now on a signed & sealed read-only volume. You can only store files within the "/Users" folder.
