Salam, my friend in Egypt wants to renew his iCloud subscription, but his Banque Misr card isn’t working despite having a 500 EGP balance. He called the bank and they told him that he needs a USD account but he has an Egypt country Apple ID and the prices are in EGP. Also apparently USD card has 30% tax.
So which easy to open Egyptian debit card works for Apple? He can't change his region because he has another subscription going.

The bank is misinformed. Apple does not required an account in USD. An account in local currency is perfectly fine if the Apple ID being used is set to that country. If your friend has an Apple ID set to the US, then yes, they will require a US payment method.
They can change their Apple account to Egypt in that case, so an Egyptian payment method can be accepted.

That would be the bank declining it for some reason. Apple does not decline cards directly themselves.
Again the bank may be misinformed, but only they can allow the card to be used.
