I have two iPads and two iPhones in the house. All the messages on one device is transferred to all the other devices. How do I keep the messages on one device only?

That is expected behavior for an individual that has multiple devices that are using the same Apple ID. If these devices are used by other individuals, they need to have their own Apple ID.
Make sure that each family member has a unique Apple ID - Apple Support
If the devices are all yours and you do not want to use Messages on all of them, then you can shut it off in Settings.

Settings > messages. Turn off message forwarding
Settings > Apple ID > iCloud > messages. Disable
Settings > Apple ID > sign in & security. Remove any iMessage email addresses that you no longer wish to receive messages from on the device
and, if the devices belong to others, each user needs their own Apple ID
