Neither Apple TV can share my iTunes media. I've done all the recommended things, like disabling Firewall & Antivirus software. All devices are on same network. I'm sure it must be some simple setting/change in Windows but I've spent nearly 7 hours on this with no positive results. I've done reboots, turn off then back on and still can't resolve it. Any help is appreciated.

Are you using the iTunes application or the Apple TV app for Windows?
I can’t find confirmation that the latter supports Home Sharing (at this time).

iTunes Media needs to be imported to the application library (database), else it is not recognized. If none of the media is listed in the library, then that is the cause. It should support drag-and-drop of media files to any of the Library views, if you find that easier than using the application menus.
iTunes needs to have the matching Apple ID account set for the library, as used for Home Sharing on the Apple TV box, else the library is not accessible.
