In the Albums view, near the bottom of the Utilities section, is a Duplicates view.
After pictures are imported to Photos, they are scanned to see if they are similar or exact duplicates of others. This may take a long time if it's a big Library! In Duplicates you are presented with the two, or sometimes several duplicates, and you can merge them into a single file, or you can hit delete on the one you don't want.
If the Duplicates view isn't shown in the Utilities section, then Photos hasn't found any duplicates, yet.
