It does not repair. This has been going off and on for way too long. Months.
Somedays it is great and I think it is fixed. At random, it gives me the above message again. Today is one of those days.

That's it. A Photos Library can't work when it's in the iCloud drive. Move it back to Pictures. Cross your fingers that it hasn't been damaged. Here is the documentation:

Where is your Photos Library located? Is it in the Pictures folder, or do you have it somewhere else?
Have you turned on Photos in iCloud? Do you have Optimize Storage checked?
Photos in Applications. Photos are stored in iCloud and external drive. Not in Pictures folder.
Photos are available in iCloud. Available on my iPhone and iPad.
If I could find them, I am pretty sure I have optimized storage.
