I found my old iPad and it needs a new charging port. Before I go and buy a new charging port, will it be worth the time and effort to self-repair it? Can it still be updated or is it obsolete? If it can't be updated, can I still use the apps on it already if I fix it? Or should I send it to a recycling center?

That iPad has a 32-bit processor and cannot be updated to iOS 10 or later. Apple switched to 64-bit processors in iPads starting in 2013. You're not going to find developers coming out with new apps for it – and I would not be too surprised if developers and/or Apple have pulled most or all of 32-bit apps that used to be in the App Store.
We get people posting here all the time because their slightly-newer iPhones and iPads can't update past iOS 12 – and iOS 12 isn't enough to cut it for a lot of today's apps. iOS 9 certainly isn't.
If that iPad can't charge any more, it's not worth fixing. Recycle it.

Your iPad 3rd Generation can only update up to iOS 9.3.5, and is no longer supported in iOS software updates. That’s usually a sign to say don’t put anymore money into that product, it’s no longer fully reliable, I would recommend you trade itself in or recycle it, and look into a new iPad.
