How to authorize computer in the Music App?

It says that I need to authorize my computer and go to the account menu in the music app, but I cannot find where that is

Why can't I authorize my Mac mini on Apple Music despite deauthorizing other devices? I'm being that I need to authorize this computer to play purchases on Apple Music So I went into the account settings, deauthorized all of the macs/ios devices I no longer have, and yet, I still get the message "You cannot authorize more than 5 computers" everytime I try to authorize my mac mini.
