I was given this iPad as it is old but it keeps asking to upgrade to iOS 12. But it is a 9.3.2. Can it be done? I don’t mind paying for an upgrade to meet the difference

If the device is asking you to upgrade, the device is capable of upgrading to that. If you can’t update to iOS 12.5.7, then your device is no longer supported with iPadOS updates. Also, you cannot pay extra to upgrade your iPad.
