MY epson WF 3640 will print from my macbook air. When scanning from the printer it recognizes the computer but will not scan / begins the scanning process then stops.

Included there is an Epson scanner driver and an ICA Scanner driver. The OP may need to install both.

Epson does not, from what I can determine, support that machine on macOS 14 and so does not provide full drivers for it. You may be forced to use a third-party scanning app such as VueScan (not free).
Have you tried scanning from Apple's Image Capture or Preview applications from the WF 3650 printer?
Thanks. I tried with both Safari and Firefox and it listed no drivers, but given your results I tried Chrome and that did turn up drivers. So apparently Epson's website is badly coded so it doesn't work properly with some browsers.

FWIW, I use Firefox, currently version 129.0.1.
Sometimes the Epson support website doesn't display the a selection of operating systems when you click the Downloads button. No idea why. Sometimes I must refresh the page 2-3x before the operating system dropdown list appears.
