Here is what to do: If you can't redeem your Apple Gift Card or App Store & iTunes Gift Card - Apple Support
Apple might send you to the retailer, if this is a problem with the card you purchased.
I would encourage you to update to iOS 17 (currently iOS 17.6.1) on that iPhone 11, as well.
