I feel that iPhone 13 pro max is a good phone and I'm shocked when apple said they r discontinuing iPhone 13 and below.

Right now, Apple sells 15-series, 14-series, 13-series, and SE (3rd generation) phones, with the older generations presumably being for people who don't have budgets large enough for the newest models.
It would not be surprising for 13-series phones to fall out of the mix once 16-series phones come out – whenever that is. The removal of the 13s is likely to spell the end of the "iPhone minis".
Bottom line: It is normal for Apple to discontinue older-generation iPhones, iPads, and Macs when new ones come out – even if selected older ones stick around for a bit as price-point models.

Apple still sells the regular iPhone 13 on the Apple Web site. That could change by this time tomorrow.
It is normal for Apple to discontinue phones (Pro and Pro Max) when the next line of Pros and Pro Maxes are out.

A guess would be for the same reason that car manufacturers discontinue given models.
But, on a user-to-user site, we are all users here.....just like you. No one here knows why Apple does what they do.
In other words....."why" questions can only be answered by Apple.....and they are not here.
The iPhone 13 mini is already no longer being sold on Apple's website.
Today, along with announcing iPhone 16 series phones, Apple dropped the final iPhone 13 model from the lineup.
