How do I turn it back on? I assume it has something to do with Microsoft Defender which is included in my Microsoft subscription. Maybe the fact that VPN is now turned on?

So I keep turning VPN off but it keeps turning itself back on.
MS Defender includes a VPN. What's probably happening is you turn it off, and the junk security software turns it back on.
Cancel the MS Defender subscription and get that useless garbage off of your phone.
Your phone doesn't need such useless software. Or any other security software, no matter who makes it.
The best option would be to delete such junk.
VPN's are also not security software of any kind.
You DON'T need Defender. You DON'T need VPN. Get rid of them BOTH as they often cause more issues and give a false sense of security. But most VPN's track you and what you do, more than you know they do.
Microsoft is trying to sell you software that you do not need that will also slow down your phone.
If the software was free......it still would not be worth the money.
Don't turn off the VPN.......delete the VPN completely.
