Find my iPhone device isn’t working

• Does it actually say "not available" or "No Location Found" or maybe "Offline"?
• Are you signed into iCloud with your wife's credentials and viewing Devices not People?

I’ve been having intermittent issues with Find My not working for friends, getting the Location Not Found. Each time the only solution has been to delete the Find My app, hard restarting my iPhone, and reinstalling the app. Then it turns back on. I am able to find devices, but not friends
