That's correct. Netflix requires iOS 16 or higher and your iPhone 7 cannot fun iOS 16. If you want to download the Netflix app, you'll need to retire your iPhone in favor of a newer, more modern iPhone. This is not an Apple issue. Netflix chose to no longer support older devices which can't run iOS 16 or higher.

Netflix doesn’t support their app on iPhone models older than iPhone 8.

You’ll need to convince Netflix to support older devices, or you’ll want to acquire a newer (used, refurb) or new iPhone.
