Login with Apple ID on other apps

Hello, I am trying to sign into a game with my apple account because it has all my progress, but it says your Apple ID can not be used to create accounts. When I go to settings, Apple ID then sign in and security the setting is not there to turn it on. But it is there for my friend on his phone. Any one know how to fix this?
