Give running the main iCloud app as an administrator a shot. Just click the Start button to find iCloud in the recently added section, right-click on it, and choose 'Run as Administrator.' It’s a good idea to uninstall and reinstall iCloud before you move forward.

Went through firewall settings (Windows Defender and ZoneAlarm) and also opened all ports, disabled firewalls completely, and then set custom rules for iCloud to have full traffic rights. - Issue Remains.
