Apple Watch photos

I can’t upload any new pictures to my Apple Watch. I can swipe left or right and change the picture to one that’s already on my watch. But, I can’t put a NEW picture on my watch. The app on my phone will say a new pic is the current pic on my watch but it’s not really there. my watch has software version 10.6.1
