When Opening iTunes in Windows 10, It Says I Don't Have Enough Access Privileges

I'm getting the following error message when I open iTunes in Windows 10:

"You do not have enough access privileges for this operation."

I get a similar error when I try to sync to my iPod Touch.

I recently lost access to Windows 10 and had to reinstall Windows 10 without wiping the hard drive. Before going over the steps I took to try to fix this problem, I want to talk about what DOES work:

  1. My library loads. When I reinstalled iTunes, I didn't have to tell it where my library was. It found it.
  2. iTunes updated play counts and play times from my iPod Touch.

Now, I'll go over what I tried so far to fix this problem:

  • I updated permissions to my music directory:
    1. I cleared the read-only checkbox multiple times. There aren't any read-only files.
    2. I then clicked on the Security tab. I clicked Edit to change permissions and added my username directly.
    3. I then clicked Advanced to edit special permissions. I believe the owner was the previous computer's name before reinstalling Windows. I tried changing that to Administrators and now to my user directly. I tried adding my username directly to the permissions. I tried tweaking with various inheritance settings that I cannot describe.
  • I tried tweaking the permissions with the iTunes directory itself, but I was unable to do this until installing iTunes using the program downloaded from Apple.
  • I uninstalled and reinstalled iTunes multiple times. At first, I downloaded it from the Microsoft Store. When tweaking with the permissions didn't work, I downloaded it directly from Apple.
  • I rebooted the computer a couple of times.

I don't know what else to do to fix this problem. Unfortunately, I cannot fully sync with my iPod Touch until solving this problem.
