On my Apple Watch Ultra, the always on display is not working properly.
it shows me the complication data and apps although they are completely turned off.

Just installed the California watch face and the messages complication as a test.
Messages is also visible in this mode, as on your watch.
Not installing those complications is the only way, if you want a clean look on wrist down.

Did you turn the complications data and apps off for all items?
If I do that, my Battery life and Workout shortcut complication is still visible, for example.
Does force restarting the watch help?
Does this also happen when you use other Watch Faces, adding the same complications/apps?
Looks like essential apps will be shown, but they should not show personal data, for example the status of your rings or the current temperature or the weather, since this data is being refreshed when the display comes on again.
Did you remove the complications from the Watch Face, or create a new one without complications?
I did not remove complications from watch face, but they should not apear on always on display (wrist down) if they are turned off in the always on display menu
I turned everything off, I think you cannot turn off battery complication, but mine shows messages and phone even when all are turned off completely.
