An app has highjacked my jpg extension such that clicking on a jpg file in the file app opens an unwanted editor app. I just want to view a jpg in quicklook not an editing app. How can I do this?
When using the Files App, touch-and-hold the jpg file to expose the Action Menu. From the menu, select Quick Look.
To automatically use QuickView by preference, if accessing the Action Menu is too much bother, your only practical option is to delete the offending App from your iPad.
Sorry, but that's just the way that iOS/iPadOS works.

Yes I do that but it would be nice just double icon and preview. If I only did this for 1 file no problem but several files becomes a bother.
I take it I must un install the app to get the default behavior back.
