A couple of things you can try:

Try turning off Live Voicemail in Settings>Phone

Also, if you have a VPN running, try turning that off.

If that doesn't help, then as lobsterghost1 said, you'll need to contact your cell carrier for assistance.

Voicemail is a carrier provided service. Contact them for help with this error.
