How to enable Siri when iPhone screen is locked?

As I drive or have my iPhone charging and I speak to Siri it responds that I need to unlock my iPhone first before responding. That was never the case and actually is counter intuitive to being hands free. How do I get that feature to require me to unlock to be disabled for voice commands to Siri

You need to allow Siri when your iPhone is locked by going to Settings > Siri > Allow Siri when Locked. Now your iPhone’s Siri should work freely when you are logged in or out of your iPhone.
