I am unable not create a new Apple ID with an error
Can’t create a new Apple ID due to an error and can’t reach Apple support to resolve this as it is not allowed on my carrier.

Remove all VPN software from your computer. Turning it off may not be enough.
Are you trying to create an Apple ID in a different region from where you live? What country are you in? Are you trying to use an email address that you've used before for an Apple ID?

Use the support link at the bottom of every page of this forum.
I guess you'll have to find a different phone that will let you make the call.
No VPN has been installed now as it’s a new installation of MacOS.
I’m in Pakistan and creating the account of the same region.
The email address I’m using has never been used before to create an Apple ID.
You can try waiting a day or so and trying again. But, I'd recommend you contact Apple for more assistance.
What happens if you click on the word "Support" next to the Apple?

Basically I’ve an invite to a family sharing account and I cannot create an account.
What I’ve already tried:
Different browsers
Differently machines
Different mobile both iOS and Android
VPN
Incognito
Creating account through MacOS
nothing works at all.
That’s the thing I’ve waited a couple of days and it is still not working. I’ve tried contacting Apple but all I could find a service number which I can’t dial from my local carrier. Kindly suggest an alternative. Thank you so much for your assistance so far.
I found a way to get in a chat with Apple support through Messages and even after they tried several possibilities with me no luck yet, an escalation ticket has now been raised by the agent and I’ve to wait another 24hrs to see what can they do now.

I’ve tried all of the ways suggested in their support guide already.
I don’t think there is a support link available for my region, kindly see screenshot below.
